The fifth lord Tsunanori built Renchi-tei Garden and pushed for policies to promote culture in the domain. His grandson Harunaga carried out his wishes in 1792, by opening schools on Chitosedai Plateau, a vacant area at the time - Meirin-do that taught literary arts and Keibu-kan for military arts. In 1794, he also built a tutelary shrine dedicated to Sugawara Michizane, said to be an ancestor of the Maeda family.
